Procedure for obtaining building licenses simplified
Belgrade, June 10, 2002 - Serbian Prime Minister Zoran Djindjic and Minister of Urban Planning and Construction Dragoslav Sumarac today reached an agreement with representatives of public companies on further simplifying procedures and shortening deadlines for issuing building licenses, in a step removing one of the main obstacles for quicker inflow of foreign investment in Serbia.

Participants agreed that regulations enabling builders to obtain all documentation at one place should be passed by the end of June. Public companies should also propose a reduction in prices that will in future be based solely on real costs. They also agreed that deadlines for issuing consent should be limited to five days, which would significantly speed up the process of obtaining building licenses, it is said in a statement.

The Serbian Ministry of Urban Planning and Construction proposed that a new law on planning and construction should not bind the issuing of building licenses to previous consent by public companies and obtaining utility connections.

Additionally, the new Bill on Natural Resources and Environment Protection abolishes the participation fee, with the exception of facilities built in protected areas.
