1. Short term measures
1. Formation of a competent Ministry of Transportation at the Republican level, with competent ministers.

2. Considering that the existing laws which regulate rail transport are quite vague, [actually, the duties and rights of both the Federal and Republican ministries] it is necessary that these duties and rights be fully clarified, which includes the issues of establishing jurisdictions correctly and fairly.

3. The forming of expert teams within the Transportation Ministries. These teams will observe the system, formulate and propose strategic decisions, and formulate railroad transport developmental policies.

4. The management board, general director and, high and middle management positions need to be reconstituted, due to former embezzlement of the financial resources. These monies were formerly received by ZTP from two different sources:
• The Budget of the Republic of Serbia for financing ongoing operations and investing in the maintenance of rail road infrastructure, according to the Law of Rail Transportation in Republic of Serbia (Congressional Record of the Serbian Legislature nr. 38/91)
• A special trade tax of 3%, emplaced by the Law of obtaining finances for the realization of regular and safe rail transport (Congressional Record of the Serbian Legislature nr. 67/93, 53/95, 54/96, 5/97)

5. The Government should name a competent and expert General Manager who shall form a multidisciplinary management team. This team, together with the Management board, shall approach the reforms in ZTP in a professional, responsible and moral way. They will be required to successfully realize technical, technological and economically justified decisions.

6. In addition to naming the new general manager there will also be an assistant to the general manager to be posted, above and beyond the present assistants. This person shall be an expert whose task will be the creation of the future organization for construction and maintenance of the infrastructure.

7. Urgent initiation of basic changes in railroad traffic are required. The state shall give the impulse and start serious reforms in the way of competitive market rules and, employing professional and efficient management.

8. In addition to these changes, it is necessary to accomplish the basic restructuring of rail transportation as soon as possible. The goal is to split the rail transport entity into two groups - infrastructure and operations, which has been accomplished in all European rail authorities and, in some countries of the former Yugoslavia as well.

9. Once again, verify the business and developmental policies of ZTP Belgrade.

10. Change the Management board and General Manager of ZJZ. [ZJZ is the governing body of all railroad organizations in Serbia and Montenegro] their future roles in business coordination between ZTP Belgrade and Public company of rail roads of Montenegro should be reconsidered due to federal restructuring.

11. An audit is urgently required to verify the work, involvement and the final effects of our experts in commissions and forums within international institutions. The most urgent requirement is to evaluate the method in which these people are delegated into those institutions.

12. Resolve the management of external documents which are of interest for operations of rail transport organizations. This is due to legal realigning domestic regulations with European regulations, within the rail transport sector.

13. Documents, directives technical regulations, standards, rules and regulations issued by international and regional institutions should be available to a wider circle of experts.

14. Verify all debts of ZTP Belgrade both in the country and abroad.

15. Initiate basic changes to the organization of current and developmental maintenance and, static and dynamic capacities of the railroad.

16. Establishment of a program of critical repair of critical places on the rail road network.

17. Create new plans for the revitalization of the rail road network, separation of tracks and, emplace measures requiring the strict obeisance of them.

18. Reconstruction of following elements is required: safety-signal facilities, relay devices, power supply devices, auto-stop devices and, automatic track blocks. Optic signals on the rail road crossings should be changed as well.

19. Initiate reconstruction and repair of electro-technical facilities through gradual renewal of the current contact network and the replacement of old parts. In cases where insufficient or low-quality networks have been installed, initiate full replacement thereof.

20. Initiate revitalization of the telecommunication system and develop it as the basis of the future computerized system. Included within this revitalization would be:
• Renewed underground cable system
• Renewed telephonic dispatching system
• Refurbish the radio dispatching system and, the system of local radio networks
• With modernization, to establish the telecommunications network of the railroad authority of Yugoslavia as a circle of integrated communications networks which will be included in the unique European rail road network.

21. Initiate reconstruction and modernization of towing and towed vehicles:
• Repair or replace the machinery needed for the economical recovery traffic sequencing system. This should be accomplished in rail road heavy freight transport as well in order to fulfill planned transportation development polices;
• Establish all conditions for regular and urgent repairs of rail road machinery (vehicles) within domestic repair firms;
• Verification of conditions and requirements for ongoing maintenance of rail road machinery in rail road workshops;
• Equip towing vehicles [locomotives] with missing devices for safe transport (anti- sleep devices, auto stop devices, speedometers, radio dispatch devices; most of which are available in domestic production;
• Reconstruction of 30 diesel-electric locomotives series 641-300 within domestic repair firms (this operation includes the import of diesel engines and certain follow-up devices).

22. Reorganize efforts on commercialization of rail road real estate.

23. Re-establish rational organization and functioning of rail road traffic according to current capacities and requirements.

24. Plan the budgetary capacities in order to achieve maximum effect and establish efficient control of budgetary expenditures.

25. To ensure the successful repair of tracks, rail road machinery and electro-technical facilities, it is necessary to audit ZTP’s relationships with it’s partner firms according to competitive market principles.

26. Increase technical and work discipline and heavily punish any kind of theft of destruction of the firm’s property.

27. Organize and initiate several courses of training in the field of management, marketing and, quality control systems for the entire management team of ZTP.
