Introduction |
For the purpose of this article, the term “packaging” will refer not only to the manufacture of papers and boards specifically related to the box and package industry but, also to related lower quality, mono-color boards and cellulose, paper, board, packing and graphics for various industrial and semi-industrial uses.
The break-up of the former Yugoslavia destroyed many old markets and methods of doing business. One of the many industries greatly affected was paper manufacturing. Many new business strategies as well as basic industrial development are required before the industry can ever begin to produce its products along western standards of quality and appearance. Invest-in-Serbia is only presenting a ‘snap-shot’, if you will, of the current status of this industry here in Serbia. The bulk of this data was gathered from “Study of the [Development] of the Cellulose, Paper, Packing and Graphics Industry in Yugoslavia until 2005”, which was researched by the Center for the Cellulose-Paper, Labeling and Graphics Industry, an extension of the Metallurgy and Technical Faculty [university] here in Belgrade, among other sources. A committee of experts has also prepared their projections for the required resources to transform the Serbian paper industry from a loss leader to a profit maker and innovation setter.

The importance of this data cannot be overlooked. This is an industrial sector which i currently operating at only 30% of its possible capacity. Additionally, approximately 180 million dollars worth of paper products are imported to the Serbian market annually. The industry employs a grand total of 70,000 workers directly and, almost 250,000 in all related industries [forestry, for example]. The ‘re’-development of several industrial sectors such as this, in the Serbian market, will have severely successful effects regarding the economy and taxes in the next few years.
