Frank O'Donnell: Private business cannot be developed with corruption
Aug 18 (Blic) - 'Private initiative should be the most important factor of development in Serbia and Montenegro, however preconditions for its development need to be provided', Frank O'Donnell says in his interview with 'Blic'. He is Permanent UN Coordinator in Serbia and Montenegro.
'The basic condition for continuation of reforms is fundamental reform of public administration and administration system. This is necessary environment for security of private investments. Courts and police also need to be reformed. Actually it is necessary to establish a system that would decrease the possibility of corruption. Of course it is not possible to eliminate it 100 per cent', O'Donnell says. 'The system has to send a message that the corruption is being fought against and that it is sanctioned. On the other hand that will be a message to potential investors that their investments are safe. If domestic entrepreneurs know that their investments here are safe, the foreign ones will feel the same', O'Donnell says.
