Serbia-Montenegro, UN sign MoU on development, technical cooperation
GENEVA - Serbia-Montenegro Foreign Minister Goran Svilanovic and UN high commissioner for human rights Sergio Vieira De Mello signed in Geneva on Tuesday a Memorandum of Understanding and Cooperation in the field of development and technical cooperation programme implementation. Svilanovic told Tanjug that the Memorandum had marked the establishment of cooperation between the Serbia-Montenegro government and the UN high commissioner and enabled regular reporting on human rights in keeping with Serbia and Montenegro's obligations under the Pact on Civil and Political Rights and the Pact on Economic and Social Rights.
Svilanovic handed over to De Mello the Charter on Human and Minority Rights, adopted by the Serbia-Montenegro parliament, as well as a decision and decree of acting Serbian president Natasa Micic on a state of emergency "containing a detailed description of measures implemented on this occasion."
