Montenegro has low customs rates, high non-tariff instruments
BELGRADE - The average customs rate in Serbia is nine percent and that in Montenegro three percent, but unlike Serbia, Montenegro resorts more to non-tariff instruments in order to protect its economy, Belgrade Market Research Institute (IZIT) associate Snezana Popovcic Avric said on Monday.
If customs rates and non-tariff barriers were brought down to the same parameters, one could conclude that Montenegro protects its economy more than Serbia, she said.
