Solana: Adoption of Constitutional Charter a Historical Act
Bruxelles - EU high representative for Foreign Affairs and Security Xavier Solana stated that the adoption of the Constitutional Charter in Serbian parliament on Monday, and in Montenegrin parliament the day before, was ‘a historical moment’. He also said that the community of Serbia and Montenegro ‘was becoming reality’.
EU high representative assessed that, after the adoption of the charter and the accompanying law, it was necessary to make progress in economic harmonization and buildup of the new institutions. ‘All efforts now have to be directed towards functionality of the new community, which should be reached by the end of February.’ He said that action plans for internal market and trade should be finished by the end of March.
In statement of EU high representative it was assessed that the broad support to Constitutional Charter in both parliaments was a good sign for practical organizing of the new state community. It clearly reflects, says Solana, the will of people of Serbia and Montenegro to advance on the way to European integrations. ‘I would like to encourage all parties that voted against the charter and implementation law to join the majority and support their further application.’ Solana also expressed his hope that the Constitutional Charter and Implementation Law would soon be adopted in federal assembly too.
