No Discussion about FRY in European Council in January
Belgrade - In order to have state community of Serbia and Montenegro admitted in the European Council, Belgrade has to submit the written confirmation that two conditions for membership are fulfilled – adoption of the Constitutional Charter and full cooperation with the Hague Tribunal, reported RTS.
According to the source, the European Council asked at the end of October, but so far did not get those confirmations from Yugoslav authorities. After confirmation, the request for admission would be discussed at the Ministerial Committee of CoE. Finally it would be forwarded to Parliamentary Assembly for final adoption.
Parliamentary Assembly of the Council will not discuss the membership of Serbia and Montenegro during the first session of this year, said the source.
Parliamentary Assembly of CoE proposed to Ministerial Committee to invite FRY into membership as soon as parliaments of Serbia and Montenegro adopt the Constitutional Charter. Since it did not happen by the time of Committee’s next meeting, held on 7 November, the ministers did not bring decision about the admission. Instead, they called on Yugoslav, Serbian and Montenegrin authorities to adopt the Charter, which would fulfill the necessary conditions.
