Postponed adoption of Charter slows down reforms - NBY governor
BELGRADE - National Bank of Yugoslavia (NBY) Governor Mladjan Dinkic said on Thursday that political instability in Serbia and postponed adoption of the Serbian-Montenegrin Constitutional Charter slowed down reform processes in the country.
Dinkic said that the International Monetary Fund (IMF) decision to determine the depositing institution of the common Serbian-Montenegrin state for the forthcoming revision of a three-year IMF stand-by arrangement by January 8, 2003, would just "add fuel to the fire."
